What is CPRG?
The Houston-Galveston Area Council (H-GAC) has received a $1 million Climate Pollution Reduction Grant (CPRG) from the U.S. Environmental Protection Agency (EPA) to lead a regional climate action planning effort.
This initiative includes three key phases:
- Priority Climate Action Plan (due March 2024): Identifies immediate, high-impact strategies.
- Comprehensive Climate Action Plan (due December 2025): Builds on the foundation for long-term emissions reductions across all sectors.
- Status Report (due fall 2027): Tracks progress, evaluates outcomes, and guides next steps.
In addition to supporting cleaner air and public health, the CPRG process will enhance regional collaboration, attract future funding opportunities, encourage local job creation in clean energy and green infrastructure, and strengthen community resilience to climate-related risks—paving the way toward a more sustainable, equitable, and climate-resilient future for the Houston-Galveston region.

Priority Climate Action Plan
We are pleased to announce that the final version of the regional Priority Climate Action Plan (PCAP) was submitted to the EPA on March 1, 2024. The plan outlines key greenhouse gas reduction strategies developed through broad stakeholder engagement and data analysis to help guide the region toward a healthier, more resilient future.

Regional Greenhouse Gas (GHG) Inventory
As part of the PCAP development process, the Houston Advanced Research Center (HARC) worked with H-GAC and ICLEI to develop a local baseline inventory of the major sources of greenhouse gas (GHG) emissions for thirteen counties located within the Houston-The Woodlands-Sugarland Metropolitan Statistical Area (MSA). The baseline year selected was 2021 to maximize data availability. Developing reliable inventories for each of the GHG-emitting sectors in the Houston MSA is a critical first step to identify options for reducing emissions from those sectors.
