What is CPRG?

2021 GHG Inventory for CPRG PCAPThe Houston-Galveston Area Council (H-GAC) has received a $1 million Climate Pollution Reduction Grant (CPRG) from the U.S. Environmental Protection Agency (EPA) to lead a regional climate action planning effort.

This initiative includes three key phases:

  • Priority Climate Action Plan (due March 2024): Identifies immediate, high-impact strategies.
  • Comprehensive Climate Action Plan (due December 2025): Builds on the foundation for long-term emissions reductions across all sectors.
  • Status Report (due fall 2027): Tracks progress, evaluates outcomes, and guides next steps.

In addition to supporting cleaner air and public health, the CPRG process will enhance regional collaboration, attract future funding opportunities, encourage local job creation in clean energy and green infrastructure, and strengthen community resilience to climate-related risks—paving the way toward a more sustainable, equitable, and climate-resilient future for the Houston-Galveston region.

Why It Matters

Regional climate planning through the CPRG program is essential for building a healthier, more resilient future for the Houston-Galveston region.

As our communities face increasing risks from extreme weather, air pollution, and public health challenges, the CPRG initiative provides:

  • A strategy to improve air quality
  • A commitment to advance environmental equity
  • A critical opportunity to work together across city, county, and sector lines to reduce greenhouse gas emissions

By identifying local priorities and supporting collaborative solutions, the program lays the groundwork for long-term climate action that benefits everyone.

At its core, CPRG is about protecting what matters most—our health, our economy, and our environment—with a clear vision: Clean Air, Healthy Communities.

Get Involved

Your voice matters in shaping a cleaner, healthier future for our region.

As part of our Climate Pollution Reduction Grant (CPRG) initiative, we’re gathering community input to help guide the types of activities and strategies we prioritize to reduce greenhouse gas (GHG) emissions. Whether you're a resident, business owner, student, or community leader, your perspective is valuable.

Please take a few minutes to complete our short survey and share your thoughts on what actions you think will make the most impact.

Together, we can create practical, people-centered solutions for Clean Air, Healthy Communities.

We are pleased to announce that the final version of the regional Priority Climate Action Plan (PCAP) was submitted to the EPA on March 1, 2024. The plan outlines key greenhouse gas reduction strategies developed through broad stakeholder engagement and data analysis to help guide the region toward a healthier, more resilient future.

We encourage you to view the full document to better understand the strategies prioritized for our region, how they align with local goals, and how they lay the foundation for the forthcoming Comprehensive Climate Action Plan. Regional Greenhouse Gas (GHG) Inventory

As part of the PCAP development process, the Houston Advanced Research Center (HARC) worked with H-GAC and ICLEI to develop a local baseline inventory of the major sources of greenhouse gas (GHG) emissions for thirteen counties located within the Houston-The Woodlands-Sugarland Metropolitan Statistical Area (MSA). The baseline year selected was 2021 to maximize data availability. Developing reliable inventories for each of the GHG-emitting sectors in the Houston MSA is a critical first step to identify options for reducing emissions from those sectors.
