H-GAC has determined an overall goal for the participation of Disadvantaged Business Enterprises (DBEs) in its contracts for financial assistance provided by the U.S. Department of Transportation (USDOT):
23% for FY 2017-2019 contracts for financial assistance provided through the Federal Aviation Administration (FAA), Federal Highway Administration (FHWA), and Federal Transit Authority (FTA).
Procurement opportunities with H-GAC are posting periodically on our website, http://www.h-gac.com/purchasing/. DBE firms are strongly encouraged to participate.
Due to recent Federal Highway Administration guidance, H-GAC has executed a Memorandum of Understanding with TxDOT to participate in its DBE program. H-GAC will continue to set annual DBE goals for projects funded with federal transportation dollars.
The Texas Unified Certification Program is a certification process for the Federal DBE Programs in Texas. A business' DBE certification is valid at any Texas entity that receives USDOT funds and has a DBE Program.
Small businesses desiring DBE certification must submit an application to one of six certifying agencies within the state. The business' location determines which agency to contact.
The City of Houston’s Affirmative Action and Contract Compliance Division is the certifying agency for the Houston region.

NOTE: H-GAC is not a certifying agency.
