Transportation Policy Council: September 28, 2018
On September 28, the TPC approved a Resolution to amend the TIP and RTP to add transit formula funded projects in Galveston and Conroe.
  
Amendments to the Unified Planning Work Program were approved to pilot test a new methodology for assessing the connectivity of bicycle and pedestrian facilities within communities. The Resolution also included an approval to move the Spring Branch Special Districts Study to year 2019.
 
The Council passed a Resolution to transmit comments on the Texas Commission on Environmental Quality Draft Volkswagen Beneficiary Agreement.

Alan Clark, MPO Director, (pictured) presented an update of Transportation Performance Measures and future year targets required under Federal legislation. The Council passed a Resolution approving these Performance Measures.

H-GAC Welcomes New Employees!
Clint McManus
H-GAC is pleased to welcome Clint McManus, Senor Planner in the Transportation Department. Clint is tasked with pedestrian and bicyclist planning initiatives. Prior to working in the Transportation Department, Clint was a Planner in the Community and Environmental Department at H-GAC where he managed Livable Centers Studies and Bringing Back Main Street Roundtable. He also has previous experience with a local philanthropy in Buffalo, New York, as well as community outreach for a nonprofit in Austin, TX.

Clint holds a Bachelor’s Degree in Latin American Studies from St. Edward’s University, and a Master’s in Regional Planning from Cornell University.
Cory Lynn Golden
Cory joins H-GAC as a Senior Planner in the Transportation Department. She is currently responsible for initiating the SH 225 Planning and Environmental Linkage Study and assisting with other sub-regional studies.

Previously, Cory worked for the Clark-County Springfield Transportation Coordinating Committee, the MPO for the Clark County Ohio area, and was responsible for various corridor studies, comprehensive plans, and the Long Range Transportation Plan. Prior to CCSTCC, she worked for the Florida Division of Emergency Management as a Mitigation Planner.

Cory has a Master’s in Public Administration, a Master of Science in Urban and Regional Planning, and Bachelor’s degrees in political science and English literature all from Florida State University.
What is the 2045 Active Transportation Plan?
The 2045 Active Transportation Plan, formerly the Regional Pedestrian and Bicycle Plan, is a long-range planning document that describes a regional vision for enhancing pedestrian and bicycle infrastructure within the eight-county Transportation Management Area (TMA). It will cover existing conditions, regional needs, strategies and programs to address needs, benchmarks for success, and snapshots of pedestrian and bicyclist initiatives in the region. The plan will update the 2040 Regional Pedestrian and Bicycle Plan. The 2045 Active Transportation Plan supports the 2045 Regional Transportation Plan (RTP), a long-range, multi-modal transportation plan that guides investment in all types of transportation infrastructure throughout the Houston-Galveston area.
US Census 2020 Workshop - October 15
Beginning this month, H-GAC will serve as the official liaison for the United States Census Bureau’s Participant Statistical Areas Program (PSAP) for the 13-county H-GAC planning region.

In preparation, H-GAC staff will host a series of workshops this fall to engage stakeholders in open dialogue about the process for re-establishing boundaries based on population growth or loss at the Census Tract and Census Block Group levels within the H-GAC region.

Workshop #2 will follow up on discussion and examples brought forward at the first workshop and will feature demonstrations of Census Tract and Block Group splits in GIS. The second workshop will be held on Monday, October 15 from 9:00 a.m. until Noon at H-GAC, Rm B/C. Online Registration Required

The Clean Cities Technologies Conference will cover cleaner technologies available for use by mobile sources, including both on-road and off-road vehicles and equipment.

The two-day conference will feature two break-out sessions. A CNG on-road and LNG off-road applications and power generation series of presentations. While outside with feature Propane/Autogas Landscaping Equipment demonstrations. Registration for the conference is required for both days.
Apply for the 2018 "Our Great Region" Awards!
The Our Great Region Awards recognize outstanding projects in the region that are advancing the goals and strategies identified in the Our Great Region 2040 Plan. The application opens October 15 and closes November 16, 2018. Any plans, programs, projects or policies that have implemented a strategy of the Our Great Region 2040 plan within the 13-county region in the past four years are eligible for submission. Community Change Grant Applications
America Walks opened is annual Community Change Grant to applicants seeking small funds for community improvements that create more active, engaging places. Successful applications should demonstrate how their project will inspire people to walk in and around their communities. Applications are due November 2nd.

League Cycling Instructor Training – November 30 to December 2
The League of American Bicyclists is conducting a League Cycling Instructor training at the Houston-Galveston Area Council offices (2nd Floor Conference Rooms) from Friday, November 30 to Sunday, December 2. The training certifies you to teach Smart Cycling classes to children and adults to help them become more confident, safe, and intelligent cyclists. To register and find more information about the process for obtaining your certification, visit the League of American Bicyclists website or contact Clint McManus at 832-681-2513 or [email protected]. The class has limited spaces, so make sure to sign up early.
