Tanner Road from Campbell Road to Triway Lane is about 5600 LF length with a 2 lane undivided, asphalt pavement and roadside ditches. Tanner road is currently designated in COH Major Thoroughfare and Freeway Plan(MTFP) as T-4-100 (thoroughfare with ultimate 4 lanes in 100 feet ROW) The street surface is in poor condition and is approaching the end of its useful life expectancy. The roadway has insufficient width for projected 2035 traffic volume. Additionally, the present drainage system (open ditches) does not have adequately accommodated the area of flooding to convert 2-year or 100 year storm event. The project will widen 2-lane to 4-lane curb and gutter concrete boulevard roadway with in complaint with MTFP. Enhancement of general mobility in the area by increasing road capacity and will benefit mobility for Metro bus lines and compliment economic development plans of area TIRZs. Improve traffic flow and circulation within the project corridor with adequate level of services for vehicular and pedestrian traffic. Improve the safety of multi-model mobility classification to enhance the Citywide Mobility Plan. Reduce the degradation of air quality caused by traffic delays due to congestion. Upgrade roadway drainage system to improve area of flooding during low and high frequency storm evens in compliance with current City design standards. . Tanner Road from Campbell Road to Triway Lane is a paving and drainage project and will be widening from 2 lane asphalt roadway to divided 4-lane concrete boulevard section with two-12 foot lane in each direction with a 4- foot share bicycle lane, one in each direction with raised median, concrete sidewalks, underground storm sewer system and offsite detention system including also improving water, wastewater systems and street lighting. Due to improving of this roadway segment will give better access to near schools Bane Elementary School and Dean Middle School which are situated north of Hempstead. The Tanner Road project existing 60- 80 feet ROW, the project have been evaluated with four alternatives, in which No.4 is preferred alternative acquiring 31 parcels overall, and maintain the right of way 100 feet throughout project length and minimize the impact of displacements.Project Narrative

EA report has been prepared and submitted to TXDOT on June 2011 for review and Public Meeting was held on August 11, 2011 with four alternatives and public preferred fourth alternative to aquire area from Parks Deparment need fulfil Section 4(F) federal requirements and State Chapter 26 NAMap/Location
