CR 59 Widening from CR 48 to CR 111 Brazoria County 1/12/2015 4:00:25 PMProject Narrative
The north end of Brazoria County has experienced tremendous growth over the last two decades. CR 59 was originally constructed as a roadway used for agricultural purposes. The Southern Trails, South Gate and South Fork developments are high density residential master planned community that surround this roadway. Brazoria County and the City of Pearland have widened CR 59 from Sh 288 to Kirby Drive as part of two previous projects due to the growing traffic volumes in the area. This project is to improve the approximate 1 mile remaining roadway between Kirby and CR 48. The current roadway as little or no shoulders and narrow lane widths do not meet current safety or design standards, especially for the amount of heavy truck traffic originating from the adjacent industrial businesses. Shallow ditches provide poor storm water runoff conveyance to a single undersized outfall. In addition, increased maintenance has been required in this section due to the increase in traffic beyond it's intended purpose and therefore repairs are needed currently. CR 59 is a thoroughfare on the Brazoria County Thoroughfare Plan. The purpose of this project is to lessen congestion as well as improve roadway conditions to current design and safety standards. By constructing this 1 mile segment as a four lane divided section, we will be furthering the efforts Brazoria County has undergone in recent years of increasing mobility in this region with such projects as the first phase of CR 59 (from SH 288 to Kirby), CR 48 South (from SH 6 to CR 864), CR 48 North (from CR 864 to Broadway (FM 518) and CR 58. When all of these projects are combined they form a grid pattern in northern section of Brazoria County west of SH 288 that lies within the Pearland and Manvel areas that has seen tremendous residential growth of suburban master planned communities. This project is essential to address the project needs of increasing mobility and creating a safer driving condition. Further, the project will assist the County in its on-going maintenance of these facilities. The proposed improvements begin approximately 300 ft. west of CR 48 and continue east approximately 5,318 ft. (1.01 miles) to the intersection of CR 111/Kirby Dr. The project will remove the existing 2 lane asphalt pavement roadway and construct a new 4 lane divided concrete pavement boulevard with raised medians and curb and gutters. A storm water collection system will replace the existing open ditch and will outfall to a proposed detention pond/ditch facility. The existing traffic signal and pedestrian facilities at the intersection CR 59 and CR 111/Kirby Dr. will be updated to accommodate the new roadway geometry and a new traffic signal will be installed at the intersection of CR 59 and CR 48. Sidewalks will be constructed on both north and south side of the roadway to accommodate pedestrian traffic from the connecting subdivision of Southern Trails to the nearby elementary school east of CR 111/Kirby Dr. and points east and west. The proposed route for this segment of CR 59 is predetermined by the existing beginning and ending termini, however alternate alignments have been examined to determine the most beneficial, economic and least impacting. Four different alternatives were evaluated, an alignment shift entirely to the north, virtually no alignment shift coinciding with the alignments existing to both the east and west, an alignment shift entirely to the south, and a No Build Alternative. Matching the existing alignment from the east provides the most economical and financially beneficial alternative. With recent improvements and development of residential subdivisions, some right of way has already been purchased or donated in accordance with Local and State Regulations. The parcels are of approximately equal and lie on both the north and south side of the existing right of way. Shifting the alignment either north or south to eliminate purchase of right of way on either side would not fully utilize the existing parcels and bare additional acquisition costs on the County. This project, due to its short length and lack of major structures does not lend itself to any staged construction.Project Narrative
No Environmental Assessment (EA) Please Select Yes A Preliminary Jurisdictional Determination will need to be conducted for the proposed project to ascertain the extent of jurisdictional wetlands. We anticipate minimal if any disruption of wetlands or Waters of the US and therefore and Nationwide Permit with No Notice should apply to the project. A determination should be available within 90-180 days of submittal to the USACE. 30/11/2016 Yes 23 30/09/2018 Yes Brazoria County will coordinate utility adjustments with the TxDOT District and Area offices. Procedures will follow TxDOT the Texas Utility Code guidelines. Public utility owners (companies) legally share public right of ways, so when major changes are made to roadways, they very likely affect utilities. Brazoria County will formally notify all known affected utility owners of proposed work as early as possible and coordinate utility adjustments with the utility owners. Typically, utility owners are responsible for moving their own facilities, including budgeting, locating existing lines, preparing plans, specifications and estimates, and letting contracts. Under some circumstances, Brazoria County may fund utility adjustments. Furthermore, utility adjustment plans may be made part of the project construction plans. When design of proposed roadway improvements is approximately 60% complete, Brazoria County will send project construction plans to all known utility owners so they may begin designing required adjustments. Continuous coordination and involvement of the utility owners throughout project development is essential to maintain the project schedule. No Brazoria County held a public meeting session with surrounding subdivisions and residents regarding the improvements to the CR 59 corridor and their anticipated construction schedule on October 6th, 2011. This provided great insight to the needs and wants of the residents utilizing the corridor on a daily basis. More recently, Brazoria County held a public workshop to review this project with the public and all members of Commissioners' Court on November 12, 2014. At the meeting the project was presented with opportunity for comments and questions from the Court and the public. Commissioner's Court has approved the submission of this project by the attached Court Order. Further attached is the City of Pearland Resolution and back up material to the resolution showing their support for the project.
