CR 101 Widening from CR 90 to FM 1128 Brazoria County 1/12/2015 3:28:18 PMProject Narrative
The north end of Brazoria County has experienced tremendous growth over the last two decades. CR 101 was originally constructed as a roadway used for agricultural purposes. Currently, there is a lack of east/west thoroughfares in northern Brazoria County. Congestion occurs along existing east/west thoroughfares in the area. CR 101 is a narrow two-lane asphalt road with roadside ditches and no shoulders. The roadside ditches are steep in many areas along the corridor. The City of Pearland is widening Bailey Road which connects to CR 101 on the east side of this project. The improvements to Bailey Road will result in CR 101 acting as a bottle neck between SH 35 and SH 288. This project will provide the northern Brazoria County region with another east west corridor from SH 35 to SH 288 and reduce congestion in the region. The completion of this project will fill a gap between SH 35 and SH 288 and relieve regional traffic along FM 518. Converting the two-lane facility to a four-lane divided roadway with raised median, and the addition of storm sewers along the corridor that will reduce the steep roadside ditches to shallow swales, will provide a safer roadway. The existing 2-lane facility will be widened from CR 90 to FM 1128, approximately 2 miles. The proposed roadway will be a concrete road with curb and gutter consisting of four 12-foot wide lanes and an 18-foot wide raised median. Sidewalks will be constructed for pedestrian access. Concrete storm sewers will be also be installed. An 8-acre storm water detention pond will be constructed to mitigate storm water runoff. A traffic signal will also be installed at the intersection of CR 101 and CR 89. Alternative locations for the detention site were evaluated. Although this project has been designed as a single project, construction could be phased into 2 segments. CR 89 is a logical break for the segments. No Environmental Assessment (EA) Please Select Yes A Phase I Environmental Site Assessment in conformance with the scope and limitations of ASTM Practice E1527-2013 if the approximate 2 miles CR 101 and the proposed new right-of-way taking has been performed. This assessment has revealed no evidence of recognized environmental conditions in connection with the property. The review of the Wetland Report indicates that approximately 35 linear feet of roadside ditches within the project limits may be potentially considered as jurisdictional and therefore would require coordination with the US Army Corp of Engineer’s. Also, an area in West Mary's Creek where the outfall to the detention pond may be jurisdictional. A Preliminary Jurisdictional Determination will need to be conducted for the proposed project to ascertain the extent of jurisdictional wetlands. We anticipate minimal if any disruption of wetlands or Waters of the US and therefore and Nationwide Permit with No Notice should apply to the project. A determination should be available within 90-180 days of submittal to the USACE. 30/08/2015 Yes 20 30/12/2015 Yes Brazoria County will coordinate utility adjustments with the TxDOT District and Area offices. Procedures will follow TxDOT guidelines. Public utility owners (companies) legally share County right of way, so when major changes are made to roadways, they very likely affect utilities. Brazoria County will formally notify all affected utility owners of proposed work as early as possible and to coordinate utility adjustments with the utility owners. Typically, utility owners are responsible for moving their own facilities, including budgeting, locating existing lines, preparing plans, specifications and estimates, and letting contracts. Under some circumstances, Brazoria County may fund utility adjustments. Furthermore, utility adjustment plans may be made part of the project construction plans. When design of proposed underground features is approximately 60% complete, Brazoria County will send project construction plans to all utility owners so they may begin designing required adjustments. Continuous coordination and involvement of the utility owners throughout project development is essential to maintain the project schedule. For utilities outside of the existing right-of-way utility easements are identified during the right-of-way acquisition process. These easement interests are addressed during the right-of-way acquisition. No Brazoria County held a public workshop to review this project with the public and all members of Commissioners' Court on November 12, 2014. At the meeting the project was presented with opportunity for comments and questions from the Court and the public. Commissioners' Court has approved the submission of this project by the attached Court Order. The City of Pearland has also shown support of the project in the attached Resolution. Construction plans have been prepared and are approximately 90% complete and substantially conform to requirements of state and federally funded projects. Brazoria County is prepared to make revisions to the plans should it be found that such changes are necessary for federal funding. Brazoria County is actively acquiring right-of-way for the project. A total of 44 parcels have been acquired. Brazoria County is actively pursuing the acquisition of the remaining 20 parcels which should be acquired by the end of 2015. Construction plans and the preliminary engineering report exceed the 30MB limit of this application but can be provided if requested.Map/Location
