The need for the proposed project is demonstrated by the following congestion, safety, operational/state of good repair, and economic problems: • Safety – this section of corridor has three fatalities and 10 in the corridor between 10th Street and the Liberty County line • Improved operational efficiency and safety, • Correct roadway deficiencies • Current truck traffic is at 8% • Facility is considered a freight bottleneck • Continued and anticipated growth and development The existing roadway is a 2-lane rural section located in a growing area of eastern Montgomery County. Current traffic volumes (15,200 adt) are expected to nearly double (29,125 adt) by the year 2038. New and expanded development along SH 105 has increased the amount of driveways and therefore, has increased the potential for crashes due to the lack of turning lanes and passing lanes. The major two lane highway also has the potential for head on collisions because of the lack of a median. SH 105 also serves as a regionally significant link between the Cities of Conroe and Cleveland. The project would increase capacity along the corridor and add turning lanes to accommodate expected demands. The project would enhance safety by providing a median to separate traffic and by providing turning lanes and crossovers for intersections and driveways. The proposed project would also upgrade the roadway to the current design standards. The project would enhance regional connectivity between Conroe and Cleveland. Proposed project would widen from a 2-lane rural to a 4-lane rural roadway with additional turning bays at intersections. Alternatives that widened to the north, south, and about the center were developed and evaluated. Public Meetings were held to solicit comment about the alternatives. A combination of the three was finally chosen as the recommended alternative. The existing roadway does not intersect with many other major roadways. Staged construction is limited on this project and would not satisfy the need and purpose.Project Narrative
