The proposed project was developed to address congestion and regional mobility issues in the City of Pearland by connecting the previously TIP funded Bailey Road to FM 518 to provide a continuous thoroughfare between two of the City's major east-west corridors. Per the City of Pearland’s Thoroughfare Plan, Harkey is identified as a thoroughfare ultimately intended to connect CR 100 north to the City Limit where it aligns with the Wayside Dr. intersection at Beltway 8. This project directly addresses the need to provide alternative access routes to major regional transportation corridors in order to reduce congestion along FM 518. Harkey Road currently consists of a 2-lane asphalt roadway with roadside ditches that serves an average of 3,231 to 6,918 vehicles per day. Based on TxDOT’s Traffic Count Database System for the intersections at FM 518, Mary’s Creek and Bailey Road, existing Harkey Road needs additional lanes to meet the current and future projections. Future HGAC projections indicate that Harkey Rd would serve an average of 12,400 daily trips in 2025 and 17,000 in 2040. This section of Harkey is an important thoroughfare within the region as it serves as a major north – south connection to alleviate congestion on 518 by providing access to the recently improved alternate east-west corridors of Magnolia Parkway and Bailey Rd. In addition, the roadway improvements would also help vehicular, emergency response and pedestrian traffic in the vicinity of HC Carleston Elementary School and Fire Station #2 at the corner of Fite Road and Harkey Road. The intersection would be upgraded to a full traffic signal with ADA access to improve pedestrian safety and to provide enhanced circulation for emergency vehicles and school buses. Safety issues based on TxDOT’s Crash Records Information System (CRIS) and National Safety Council, the crash data collected for the years 2010 through 2012 shows that the intersection of FM 518 and Harkey Road had a higher concentration of crashes than the remainder of the project. Raised medians and access management will reduce the number of conflict points. The City’s 2015 Transportation System Assessment indicates that the segment of Harkey Road from FM 518 to CR 59 (Magnolia) is ranked 4th highest in Pearland for the number of fatalities and injuries per 100 crashes. Limited stretches of sidewalk are present near FM 518, Fite Road and Magnolia Street for pedestrian use. The planned improvements for Harkey Road include continuous 10 foot wide shared use path that would provide pedestrian connectivity from FM518 south to Magnolia and Bailey, and a safe route to schools. Drainage capacity issues in the existing intersection at Harkey Road and FM 518 frequently experience flooding. The addition of an additional outfall as part of the proposed storm sewer system would assist to re-route some of this stormwater to flooding at this intersection.
Planned improvements to the existing two-lane asphalt roadway with roadside ditch section of Harkey Rd from FM 518 to Bailey Rd (approximately 7,900 LF) will include widening to a four-lane concrete boulevard section with raised center median and underground storm sewer. Traffic projections received from HGAC for the year 2040 show that the Average Daily Trips (ADT) in the peak segment would be approximately double from the current traffic to 20,000 ADT. The City of Pearland's Regional Traffic Model project Harkey may experience this volume closer to 2035. This is approaching the number of trips a typical thoroughfare consisting of 4 lanes would serve. Planned improvements include 10 foot wide shared use path. The new shared use path will improve City-wide pedestrian and bicycle mobility by providing connectivity to the school, residential, retail and recreational facilities along FM518, Magnolia Parkway, Bailey Rd and the City’s Mary’s Creek Trail System. Intersections throughout the project limits will be improved, including adding ADA ramps, crosswalks, median openings, signal upgrades and pedestrian signals. Street lights are included on both sides of the roadway at a spacing of 200-feet. The proposed drainage system will be underground storm sewer to follow the same route to the existing outfalls except for the east ditch on the northern portion of the project flowing to FM 518 in the existing condition. It is proposed that this portion be re-routed to the south and ultimately to Mary’s Creek because of flooding problems in the northeast portion of the project area. The project area will continue to flow to two different watersheds – Mary’s Creek and Cowarts Creek.
The primary outcomes for the proposed Harkey Road project from FM 518 to Bailey Road are as follows: - Move East-West traffic off of Broadway (FM518) to the parallel thoroughfares of Magnolia Parkway and Bailey Road. - Improve traffic motility in the area south of FM518 with the ultimate purpose of the corridor improving regional mobility. - Improve traffic and pedestrian safety along the corridor including the the area around HC Carlston Elementary and other connections identified in the City's Safe Route to School. - Manage Cross-turning movements to reduce vehicle conflicts and improve travel time reliability. - Provide improved traffic management for emergency vehicles - Improve corridor drainage

The proposed project will include the construction of approximately 10,400 feet of a 10’ shared use path that will connect the bicycle and pedestrian facilities on Broadway to the City’s Mary’s Creek Trail system via the Magnolia bicycle/pedestrian trail with access to Deloris Fenwick Nature Center, the Trail at John Hargrove Environmental Complex and Centennial Park and the recently constructed 13,150 feet of bicycle and pedestrian facilities on Bailey Road. This section is a vital component providing direct connections between communities to recreational, entertainment, retail, and business centers. This segment will also provide students a safe route to school for H.C. Carleston Elementary located at the corner of Harkey and Fite Road. The addition of this section will reduce confinement of bicycle/pedestrian use within the City of Pearland and expand the range and reach for alternative transportation modes. The proposed facility is an off-street, grade separated facility that will reduce the dependency of bicycle and pedestrian transportation on vehicular routes while expanding the range of access. This design greatly reduces the barriers for the majority of users, and will encourage use by a wider range of citizens.
