The Bailey Road project was developed to address congestion and regional mobility issues in the Northern Brazoria County area by widening the section of Bailey Rd that connects State Highway 35 to the TIP funded Bailey Road Widening project at Veterans Rd. Bailey Road is on both the City of Pearland’s and Brazoria County's thoroughfare plans to provide major east-west mobility from SH 35 to SH 288. Currently the road has 2 lanes with a 2-lane bridge over the BNSF Raiload (RR) that serves an average of 4,500 vehicle trips per day. The current Veterans to SH 35 segment is the only section of this designated thoroughfare that is only 2-lanes with 2-way traffic. Traffic projections received from HGAC for the year 2040 indicate that Average Daily Trips (ADT) would increase to almost 20,000 ADT. Completion of this proposed project will provide a continuous 4-lane boulevard section from Pearland Parkway to SH288. There are schools located on both ends of this project and the road is heavily used for school traffic. Additionally, Pearland Independent School District regional bus transportation facility is located within this corridor. Currently, any accident on the road will partially or fully shut down the roadway and more importantly the railroad overpass crossing. The proposed funding will allow lanes 3 & 4 to be completed to not only increase roadway capacity and level of service but also to implement the original envisioned alternate, shorter route for residents, school traffic, emergency vehicles, and through traffic to from north Pearland to other areas south and southwest of Pearland and Northern Brazoria County. Project also provides more egress capacity for the traffic in case of evacuation. The completed 4-lane Bailey Road will improve mobility as outlined in the City and County Thoroughfare Plan from Highway 35 to Highway 288. A 4-lane divided roadway will reduce traffic accidents by removing the 2-lane 2-way traffic in a section of road where younger drivers are travelling to the nearby high schools at both ends of the project. Safety will be further enhanced by providing a left turn lane at Wells Dr. which has a history of rear end collisions. There have been 15 rear end collision at this intersection in the 30 month period covering 2013-2016.
The proposed widening will consist of an additional 4,500' of 2-lane concrete roadway with curb and gutter from SH 35 to Veterans Drive, including a 900' 2-lane bridge over BNSF Railroad. Proposed new east bound 2-lanes will tie-in to existing full 4 lane intersections at each end of the project limits. The existing 2-lane roadway pavement markings and roadway signage will be re-striped and revamped along with new 2-lanes striping for a 4-lane divided facility. The current section of Cowart's Creek from near Veterans Drive to Wells Road which is currently open ditch will be boxed in, similar to the section at Veterans Drive to allow for lanes 3 & 4 to be constructed in this segment. Cowart's Creek will be the point of outfall for the segment west of BNSF railroad. The outfall ditch constructed by the City as part of original 2 lanes will serve as the outfall for the new 2 lanes. Due to the original project providing for the total drainage impact by the placement of detention ponds west of Wells Road and south of Cowart’s Creek. The RR overpass bridge will require coordination and permitting from BNSF RR but the first 2 lanes of the project application showed the ultimate facility. The embankment approaches for the proposed second bridge are already in place. The original project was environmentally cleared but it is assumed that both drainage and environmental components of project will need to be revisited under the TIP guidelines. The existing 2 signals were placed based on ultimate intersections, however some modifications will be warranted. The project will include underground storm sewer for the drainage improvements along this corridor.
This project will complete lanes 3 & 4 and the bridge over the BNSF Railroad which upon completion will provide a continuous 4 lane boulevard section connecting Pearland Parkway, SH 35 to SH 288 access to the northern Brazoria County region. The level of service on this segment of road will increase to and provide greater access and improved safety along the entire corridor. Bailey Road along with Magnolia Road are the 2 thoroughfares roadways located south of FM 518 to help the east- west mobility in this fast growing north region of the County. The completion of this segment will help reduce east-west traffic on FM 518 and along with Magnolia, will improve mobility in the segment of Pearland and serve as additional routes for evacuation in case of threat of hurricanes. Building the bridge over BNSF Railroad will provide additional railroad overpass capacity to the City's network of roadways. As stated previously, the completed roadway will also provide a better and safer access between Pearland ISD schools located on SH 35 and at Veterans Dr. This area of Pearland will continue to grow with light industrial developments, additional residential developments south of the corridor and completion of lanes 3 & 4 will improve traffic and access for in this area.

Design and construction of lanes 1 & 2 and the bridge over construction allowed City to determine ultimate ROW, drainage outfall needs, and Drainage mitigation needs. All these were addressed in the initial phase. The City does not anticipate any additional ROW acquisition. City does not anticipate additional drainage mitigation. City has already worked with BNSF on initial permit for lanes 1 & 2 therefore the process for lanes 3 & 4 bridge crossing permit should proceed quickly. Drainage outfalls already in place and during initial phase coordination and approval were done with Brazoria Drainage District #4 which will help in next phase. The embankment for the future bridge is also in place which has been taken into account in project estimated construction cost.

The proposed project will include the construction of a 10’ shared use path that will connect the pedestrian and bicycle facilities on SH35 to the newly constructed bicycle and pedestrian facilities on Bailey. This segment will connect the future Harkey shared use path to the Deloris Fenwick Nature Center, John Hargrove Environmental Complex, Centennial Park, Veteran's Sports Complex, Independence Park and points north to FM518. This section is a vital location that would connect Pearland Junior High South/Robert Turner College & Career High School and Pearland High School to our City Recreation Center and Natatorium facility. The addition of this section will expand regional access by alternative transportation modes and provide overall better connectivity. The proposed facility is an off-street, grade separated facility that will reduce the overall bicycle and pedestrian level of traffic stress. This design greatly reduces the barriers for the majority of users, and will encourage use by a wider range of citizens.
