The current roadway is a 4-lane roadway with a mix of continuous left turn lanes and medians. There are no turn lanes in the median area or at signalized intersections. The area has multiple schools along the corridor with community centers and a library. However, there are only 4ft sidewalks, no ADA compliant ramps or crossings, and no bicycle facility. There is also a mix of on-street and head-in parking that is encroaching into the right-of-way and posing safety concerns.
The proposed reconstruction will upgrade the 1.7 mile section with new pavement to current lane width standard, a wide median throughout the corridor with left-turn bays as needed, improved intersections and safety medians at the railroad crossing to prevent going around gates. Intersection safety improvements include ADA compliant ramps and crosswalks. A wider sidewalk will be constructed along the length of the corridor to provide safer and easier accessibility to the schools, library and community center. A buffered bicycle facility will be added back of curb to provide bicycle connections per the Houston Bike Plan. Parking along the corridor will be relocated to adjacent streets to remove safety concerns. Bus stop locations will be analyzed for relocation to improve roadway operations. The overall project will also reconfigure the roadway with a wide median creating a boulevard feel and allowing for future expansion to occur without disruption to adjacent parcels.
- Upgraded intersection with turn bays, median improvement and access management will provide improved LOS and intersection operations. - Improved pedestrian realm, crosswalks, and new bicycle facility providing connectivity to adjacent bicycle routes, will enhance multimodal operations and improve overall safety. Will also provide safer pedestrian mobility for adjacent Milby High School, Deady Middle School, Raul Yzaguirre School, - Bus stop relocation and intersection improvements will provide improved transit service operations and travel time reliability. - Improve storm drainage to convey design and extreme event and upsize drainage to current standards - Reconstruction of roadway will provide new service life to roadway, better pavement condition, and reconfiguration of the roadway will allow for future expansion in the median space.

The proposed project is being submitted under the complete street category. Benefit factors considered as part of the improvement include improved traffic signals, adding turn lanes, and safety lighting at intersections. The roadway is also being designed so that additional capacity maybe added with minimal impact to the adjacent properties.
