The Woodlands Township Safe School Access Project

Kuykendahl Road from Creekside Green Drive to Timarron Drive; Kuykendahl Road from Lake Woodlands Drive to Research Forest Drive (excluding bridge crossing); Kuykendahl Road from HEB (3601 FM 1488) to FM 1488; Panther Creek Drive from McCullough Junior High School to Spiral Vine Circle; Research Forest Drive from Cat’s Cradle Drive to Bear Springs Place.

The Woodlands Township has major gaps in its existing active transportation network, especially on Kuykehdahl. Access is also limited or not present at several Township schools. Safety: The proposed project will provide a measurable societal safety benefit through the reduction of crashes. Economy: Research has shown that the installation of a shared-use path can increase, one-time, the property values of residential properties by five percent within 600 feet of a project and increase commercial property values by nine percent along a corridor. The annual tax generation, throughout the planning horizon, is a benefit to the community. Health: Research has shown that the installation of a shared-use path encourages and increases bike usage in a community. The ability to safely bicycle to work or for leisure leads to a health benefit. Recreation: Research has shown that the installation of a shared-use path encourages and increases recreational bike usage in the community on non-working days. Connectivity: Shared-use paths are designed to connect communities, activity centers, recreational uses, and other uses. The proposed shared use path will connect to school (The Children's Courtyard of The Woodlands Alden Bridge), churches and some business.

The project will fill gaps in the existing trail network and provide safe access to schools by constructing new 12-foot concrete paths on Kuykendahl Road, Panther Creek Drive, and Research Forest Drive. Construction will also include drainage culverts and tree removal/re-forestation.

The project will fill gaps in the existing network, especially on Kuykehdahl, and provide safe and continuous access to schools in The Woodlands. The project connects into existing paths at Alden Bridge, Crownridge, Cochrans Crossing, Flintridge, Mediterra, Fazio, Creekside Forest, Creekside Green. It also connects to proposed bike lanes at Research Forest and Lake Woodlands. It provides access to Woodlands High School, McCullough Junior High, Lone Star College, The Children’s Courtyard. The Woodlands Township considers the project as addressing crucial gaps in the existing active transportation network, as documented in its Pedestrian and Bicycle Master Plan. The project will provide a safety benefit. In addition, it will decrease vehicle hours traveled and reduce emissions of NOx and VOCs.

The The Woodlands Township Safe School Access Project is included in The Woodlands Township Pedestrian and Bicycle Master Plan (adopted in October 2016) as short-term projects addressing crucial gaps in the network. This project stems from the Woodlands Township Bicycle and Pedestrian Master Plan. The plan involved a robust stakeholder outreach process that included the bicycle community as well as the general public. The plan has been adopted by the Township Board. The project was developed with implementation in mind and have been selected for TIP submission due to their “fast track” status. The project does not require right-of-way, does not require utility relocation, and is strongly supported by the community. The project can be designed and implemented very quickly through either the Township’s FTA program or through TxDOT. It is eligible for FTA transfer due to the proximity and connectivity to Woodlands Transit park and ride operations. New right-of-way will not be acquired. The Woodlands has restrictions along ROW in the Township: restricted open space reserve, dedicated forest path (commercial parcels), and dedicated pathway easements. Utility coordination has not been initiated. It is not anticipated that utilities will be relocated, and it is not expected that utility coordination will be needed.
