IH 10/Oak Island Rd Overpass Reversal
Chambers County
IH 10
At Oak Island Rd.
The facility had 35 crashes, 1 serious injuries and 0 fatalities during the period from 2015 to 2017. Improving congestion on this facility could save users in excess of 9,000 hours of travel time per lane-mile. Congestion is adversely affecting the travel time and reliability for freight movement. The project is on the National Highway Freight Network. The truck volume on the facility is roughly 13,301 trucks per day and this represents 24.8% percent of the facility's AADT. IH-10 is on the FHWA’s National Highway Freight Network and it is designated by TxDOT as a Primary Freight Network. It is the primary freight route from Houston to destinations east of Beaumont. TxDOT Freight Policy for projects letting in September 2020 or later includes the requirement for a minimum vertical clearance of 18.5 feet over the main lanes to provide uniform efficient transport of freight. The existing overpass crossing IH-10 does not meet this minimum clearance.
Overpass reversal; Assume 1/2 mile on either side of grade separation for either side of proposed IH-10 bridge.
The purpose of this project is to reduce congestion on the facility and improve the reliability of peak-period travel times; reduce congestion and improve travel time reliability for freight movement on this facility. The purpose of this project is also to support TxDOT’s Freight Policy on this primary freight route by ensuring that the IH-10 corridor meets or exceeds the required vertical clearance.

Various locations of IH-10 between SH 61 and Winnie were covered with flood waters from Hurricane Harvey in 2017. The roadway was impassable and was closed for three days while waiting for the water to recede and debris to be removed.
