SH 99 Overpass at Peek Road
Fort Bend County

From south of Bellaire Blvd. to north of West Bellfort Road
The Grand Parkway was constructed and opened in 1994 in an interim condition without overpasses south of FM 1093. As development occurred, connecting roads were built and traffic volumes increased. As the traffic volumes on the connecting thoroughfares increased, SH 99 exceeded the capacity of the intersections, resulting in significant delays and traffic accidents. Subsequently, in 2014, grade separations were constructed at all active intersections to allow through traffic on SH 99 to avoid the intersections, improving operations, reducing delays, reducing emissions and improving intersection safety. This overpass at Peek Road was not constructed at that time because Peek Road did not connect to SH 99. Responding to continuing growth in the project area, Fort Bend County is currently designing the extension of Peek Road from its current end at Beechnut south to its proposed intersection with SH 99. The Peek Road extension will create an at-grade intersection on the Grand Parkway at this location. If not for this overpass, a signalized intersection will be warranted at this location, introducing the only at-grade intersection on the Grand Parkway (SH 99). Additionally, this segment of SH 99 is a hurricane evacuation route designated for the region by H-GAC. This portion of the Grand Parkway is a free (non-toll) roadway segment that will remain a free (non-tolled) roadway. This intersection will introduce increased safety risks, increased emissions and delays for users. Further, this intersection represents a restriction in evacuation potential for the use of SH 99 as a hurricane evacuation route.
The proposed project is the construction of embankment, retaining walls, approach roadways, a bridge/overpass and other elements for the Grand Parkway mainlanes (2-lanes in each direction) to be grade separated from the Peek Road intersection. The existing pavement, currently utilized as the Grand Parkway through lanes will be re-stripped as the NB and SB entrance and exit ramp connections from SH 99 to Peek Road.
The overpass will allow the 70,500 vehicles per day (2018 traffic) using SH 99 in the vicinity of Peek Road to; 1. Achieve a higher level of safety using mainlanes and an overpass designed for a higher speed versus traversing the at-grade intersection. 2. Avoid an at-grade intersection and the associated travel time delays associated with a signalized intersection. 3. Avoid an at-grade intersection and the associated increase in emissions due to decelerating, idling and acceleration of vehicles. 4. Remove a restriction in regional emergency evacuation system and Improve emergency evacuation opportunities for the public that might use this portion of SH 99.

B/C estimates are high for this intersection. currently 85500 vehicles will traverse a signalized controlled intersection, accounting for 70500 on the GP and 15000 on Peek road. All factors; safety, delay and emissions are impacted dramatically by the implementation of a grade separation at this location. Delay calculations are included as optional documentation. 2018 traffic was updated using actual 2014 and 2018 traffic counts. 2025-2045 traffic was estimated using 75% of the HGAC 2018-2025-2045 growth rate for the facility.

Universally the grade separation project will improve multimodal LOS through improved mobility and reliability for all vehicles that use either SH99 or Peek Road. SOV, HOV, Transit and freight will have; less delay, reduced emissions and increased safety. as there is not a specific transit route that currently uses the facility points were not claimed for that category. however, Fort Bend Transit vehicles traverse the corridor to get to/from park and ride locations that they service and will indirectly have offer more reliable service to transit users. Specific to bike/ped, the implementation of a grade separation will allow for improved bike/ped access across the arterial barrier. The decrease in traffic conflicts with bike/ped users will enhance their safety and while reducing delay and emission impacts on vehicular traffic.
