5. Describe the primary problems to be addressed by the project (Project Need).

This project will provide necessary expanded coverage of Intelligent Transportation Systems on US90 to provide incident management, congestion management, and traveler information systems for the TxDOT Houston District (TranStar) region. This improvement project will also allow TranStar to move closer to achieving district-wide integrated coverage.

6. Describe the proposed improvement/activity (Description).

This project will involve instrumentation of US 90 with Intelligent Transportation Management Systems devices and traffic signal integration to improve real-time monitoring and reporting capabilities. Specifically, this project will include the installation of approximately 10 miles of fiber optic cable, closed circuit cameras, dynamic message signs, vehicle sensing devices, and travel time readers.

This project will improve real-time incident detection, responsiveness, notification, real-time monitoring, and incident response. This project will contribute to identifying recurring and non-recurring congestion, creating reliable travel times to improve safety, efficiency, and improving the quality of life for road users experiencing delays.

The proposed system would tie into Houston TranStar, the region's Transportation Management and Emergency Management center. Other than the four government agencies that comprise the consortium, numerous local government agencies have agreements for sharing resources at Houston TranStar.

This project would provide network redundancy with other upcoming projects, Business 90.
