FM 830 between Old Montgomery Road and SH 75 is a major east-west connector that provides connectivity to the communities of Lake Conroe, Woodland Hills, two schools, and IH-45 / SH75. This project would widen 2.7 miles of FM830 from Old Montgomery Road to SH75 from an existing two-lane facility to a four-lane facility with a center turn lane, to include a raised median with access management controls west of Robert P. Brabham Middle School and W. Lloyd Meador Elementary School. This project is primarily needed to accommodate increased demand, driven in part by residential population growth. Development continues to occur in this area and is expected to continue to generate 331,000 SF of commercial space as well as 5,300 single family units. Conroe is experiencing significant growth and densification throughout the City limits and extra-territorial jurisdiction. The US Census Bureau identified the City as the fastest growing city in the United States in May 2017. While this growth has benefits in terms of economic development and job creation, the City must provide the necessary infrastructure in order to support increased population and activity. The widening of FM830 would have congestion/delay benefits, safety benefits and economic development benefits. The facility currently has a capacity of 10,900 ADT. The facility currently experiences approximately 20,000 trips per day. The existing Level of Service (LOS) ranges from a C to an F dependent upon the location analyzed. Widening the facility would result in a reduction of daily delay. There are safety benefits associated with the proposed improvements. Based on the 2018 Highway Safety Improvement Program (HSIP) Work Codes published by TxDOT, this corridor would have a number of codes associated with the proposed improvements that would improve safety and reduce the economic cost of crashes along the corridor. The actual crash analysis done using HSIP criteria is attached as a supplemental component of the benefits documentation for consideration

Widen from 2 to 4 lanes divided (accommodate future expansion)

The project would provide additional capacity along FM830. Widening the roadway would accommodate the additional growth projected along the corridor. 5,300 units of residential development and 331,000 square feet of commercial development are projected to occur along the corridor. Furthermore, the proposed project would allow additional access to the Moran Ranch Area, which is east of I-45 and just north of FM830. This area, near Crystal Creek, is undeveloped. There are a number of proposals being submitted for the area as it is ripe for development. As Conroe is a fast-growing municipality, and this corridor is projected to experience residential and commercial growth, the increased capacity would accommodate the additional demand from these developments. The project will help reduce delay and congestion along the corridor and provide safety benefits through crash reduction. The improvements would also improve existing conditions through improving pavement markings and street conditions. The addition of sidewalks would allow for pedestrian connectivity between the minor roads along the corridor. The project meets the goals of the 2045 RTP through increased capacity and pedestrian connectivity, with expansion of multimodal network capacity.
