The purpose of the proposed project is to improve traffic operations, travel times, increase emergency access, and reduce traffic delay along a congested and developing FM 528 corridor.
Construct 2-lane new location roadway and create grade separation at rail crossing
The proposed project is needed for system connectivity, accommodating growth, providing improved emergency access, and enhancing mobility along FM 528 and the surrounding roadways. The surrounding area has grown in population with small suburban development and is in need of the connection of FM 528 between SH 35B (Gordon Street) and SH 6. In addition, the proposed FM 528 extension is needed for direct connection to SH 6, which is a hurricane evacuation route within the project area. The lack of connection with FM 528 within the proposed project limits does not provide system connectivity for the region. The proposed project would allow motorists additional opportunities for access to a designated hurricane evacuation route (SH 6) and a bypass from flooding at the underpass of SH 6 and the BNSF Railway. Additionally, the proposed project would provide additional direct access to the west side of the City of Alvin and for buses heading north and east. A sidewalk is proposed to accommodate pedestrian traffic. This sidewalk would provide connectivity to the subdivisions located on either side of the BNSF railroad tracks. The FM 528 project area has been growing and is expected to continue to grow. More people are moving into the area because of its accessibility to employment in the City of Houston; less expensive housing and rural surroundings.
