Lee Drive to Sterling Avenue
This project will address the traffic congestion, poor configuration and unsafe conditions of three closely spaced traffic signals as well as multiple cut-through access points within a 1,000-foot section of a heavily traveled corridor. The traffic signal at the intersection of Lee Drive and Market Street (signal 1) is located less than 300' from the traffic signal at the intersection of Texas Ave and Market Street/Decker Drive (signal 2) which is located 600' from the traffic signal at the intersection of Sterling Avenue and Decker Drive (signal 3). Signal 2 is operating as a pre-timed signal because the detection technology is no longer operable while the detection at signal 1 and signal 3 does operate. This situation creates undue congestion and delay. Sterling Avenue and Defee Street are used as cut-through for many drivers in order to bypass signal 2 which causes unsafe conditions at their respective intersections and the traffic on the local streets.
This project proposes to address the congestion, poor configuration and unsafe conditions of the three signals described in 5, above, by -replacing signal 1 with a single-lane roundabout with full slip lanes, -replacing signal 2 with a dual-lane roundabout with dual-lane entrances and exits for all four legs, -removing the access to Decker Drive from Defee Street, -removing the access of Hemphill Street from Texas Avenue and, -removing the signal 3 from operation completely after removing the access to Decker Drive from Sterling Avenue.
This project will facilitate the flow of and provide for the safe progress of traffic through a once congested and unsafe traffic signal corridor. The sections of roadways which will have their access removed will be turned into linear parks and trails and connect to the existing City of Baytown trail system.
