5. Describe the primary problems to be addressed by the project (Project Need).

Brazoria County has experienced tremendous growth in the past two decades and it is anticipated to continue to have extreme growth over the next few decades. It is forecasted that Brazoria County will increase in population by 50% by 2040. Brazoria County must respond to this intense growth by developing our planned thoroughfares throughout the county to meet current and future needs. CR 44 from State Highway 288 to Loop 274 is a planned thoroughfare for both the City of Angleton and Brazoria County. It serves as an entrance into downtown Angleton and leads directly to the Brazoria County Courthouse Complex. In August 2018, Angleton Christian School opened along CR 44 near SH 288. This school provides education for grades Pre-Kindergarten through 12th and has increased traffic along the roadway. We predict this school’s enrollment and traffic demand will continue to grow over the next 5 years. Across CR 44 from the school, a new subdivision, containing approximately 600 homes, is currently in the planning phase which will also increase traffic along this section of roadway. The south end of the proposed project is comprised of the existing residential developments Angleton Meadows Subdivision and Heritage Oaks along opposite sides of the roadway. In addition to increased traffic volumes, this corridor also needs to upgrade roadway conditions. The current roadway has little to no shoulders, no sidewalks, and narrow lane widths which do not meet current safety or design standards. Costly maintenance repairs will be required along this section of roadway as traffic increases beyond the intended purpose of the current asphalt roadway. This project is needed to manage the increase in traffic volumes, improve safety for drivers and pedestrians, improve drainage, and prevent costly maintenance repairs.

6. Describe the proposed improvement/activity (Description).

The proposed improvement of CR 44 begins at the existing eastern jug handle of State Highway 288 and extends to Loop 274 for a distance of approximately 7,500 linear feet (1.42 miles). The right-of way width will be increased from the existing 90-foot to the proposed 120-foot right-of-way. The project will remove the existing two lane asphalt pavement roadway and construct a four lane divided concrete pavement boulevard with raised medians, curb and gutters, and sidewalks. A storm sewer system will replace the existing open ditches and will outfall to a proposed detention pond. Sidewalks will be constructed along the roadway to accommodate the pedestrian traffic from the subdivisions to the school and to the businesses along the corridor. A new traffic signal will be installed at the intersection of CR 44 eastern jug handle of SH 288 to manage the increased turning movements and new roadway geometry. Also, the existing traffic signal at the intersection of CR 44 and Loop 274 will be updated to accommodate the new roadway geometry and sidewalks.

7. Describe the primary outcomes to be achieved by the project (Project Purpose)

The purpose of this project is to alleviate traffic congestion resulting from recent and future population increases and improve roadway conditions to current design and safety standards. Adding capacity to this corridor by constructing this proposed four lane divided section of roadway will increase mobility and enhance safety. This route provides direct connectivity to the Angleton Central Business District, which includes over 2000 jobs and the seat of Brazoria County government. It is essential for Brazoria County to continue to expand and build thoroughfares to increase mobility and create safe conditions for drivers and pedestrians throughout the county.
