The H-GAC region is susceptible to a range of natural disasters like flooding, tornadoes, drought, and wildfires. Hazard mitigation is the use of long- and short-term strategies (such as planning, policy changes, programs, projects, and other activities) to reduce or alleviate the loss of life, personal injury, and property damage that can result from a disaster. While we cannot eliminate the threat of disasters, sound planning, collaboration, and preemptive action can help minimize their impacts.
FEMA requires every locality to maintain a hazard mitigation plan that examines the risk and impact of natural disasters and provides strategies for reducing impacts to people and property. A Hazard Mitigation Plan must be updated every 5 years to ensure relevancy and continued support from FEMA for its mitigation projects.
H-GAC has helped several counties, communities, and SPDs develop or update their hazard mitigation plans, ensuring that participants are eligible for FEMA mitigation funding. H-GAC is committed to working with local governments to ensure that the region is as prepared as possible. Previous and current hazard mitigation work can be found below.

Galveston County WCID #1
H-GAC and the Galveston County Water Control Improvement District (WCID) #1 are developing the Galveston County WCID #1 Hazard Mitigation Plan (HMP). Preparing a HMP requires the continuous engagement of local governments, neighboring communities, stakeholders, and residents in the planning process. Meeting #1- Steering Committee Kickoff, 6/4/2024 from 6:00-8:00 PM in Dickinson, TX
At this meeting, the steering committee examined and assessed Galveston County WCID #1’s risks and vulnerability to all types of hazards. Additionally, they looked at critical infrastructure and key resources to determine which are most susceptible to risks, and what hazards pose greater risks to WCID #1. The committee also reviewed the importance of Hazard Mitigation planning, why this plan is being developed, roles and responsibilities, the project timeline, and what our next steps will be.

At this meeting H-GAC staff provided a project overview of work conducted to date as part of a joint steering committee meeting and public forum. Those in attendance conducted a goal setting exercise, reviewed survey results to date, and outlined the next steps for plan development.
