Study Summary and Goals

The Cloverleaf Livable Centers study goal is to identify opportunities to improve and invest in the Cloverleaf community leveraging its naturally occurring density and robust grid street pattern. The study investigates the possible development of a town center inclusive of an array of housing options, retail/office and civic destinations within walking distance of a community gathering place. The study seeks to improve connectivity and mobility, stimulate equitable economic development, and create a better quality of life for Clover Leaf residents. Specifically, the study recommends:

  • More trails and sidewalks, transit stop amenities and traffic control signage;
  • Streetlights that meet current design criteria;
  • Providing higher access to animal control;
  • Code enforcement;
  • Police patrol; and
  • Providing opportunities for healthier eating options and small business.

Received 2023 Silver Planning Achievement Award in Advancing Diversity Equity and Inclusion from the Houston, Texas Chapter of the American Planning Association (APATX).
