Along Needlepoint Rd there is approx 3M SFT warehousing being developed which would generate about 6000 ADT.

Additionally there is new large commercial development happening at SH 146 at the west end of this project. It has large retail box stores including HEB, possible target, along with mixed use. As described above the project also crosses Needlepoint Rd which has several developers working on plans to construct large warehouse facilities of approximately 500,000, to near 1 million SFT each. There are currently 4 of these in development. Chambers Parkway will allow for increased mobility to SH 99 and to SH 146. This route is important as there are limited East West options through this area.
This route travel from FM 3180 on the East to large shopping zone on the West at SH 146. It will also add connection to a new school as well as parks and ball fields. The County is developing this a 4 lane divided facility, with a multipurpose trail for pedestrians and biking to provide safety and recreation between FM 3180 and SH 146. This will be the only facility in the County that will make such a connection adding both recreation and increasing safety for pedestrians and bicyclist.
There are local and regional community transportation services that could use this route to assist residents getting from residential areas along FM 3180 to SH 146 and back without getting on IH 10.
The route would provide for an additional east west option South of IH 10 when accidents occur and travelers are looking for options.
The current roadways have been maintained but much of the current roadway along what used to be named Old Needlepoint is a narrow 2 lane facility that is not designed for heavy continuous movements. Chambers Parkways is being designed as a 4 lane divided continuously reinforced concrete roadway. This will reduce major repairs along this route for the next 20 years.

The rate is very low along the route. However the route will provide relief options as well as traffic signals at SH 146 and FM 3180. The route will provide relief to congestion by providing for a peak hour alternative to access SH 99 and IH 10 avoiding accident hotspots just South of IH 10.

This are is very flat without many drainage options. As a result major flooding occurred East of Cedar Bayou over to FM 3180. The first phase of this project will include improvements to regional drainage in this area. The County currently has a TWDB FIF drainage study for the County on going. This area is one of additional emphasis. We intend to construct additional detention basins and channels to improve drainage while reducing flood potential prior as phase one of this project. Additionally, parks and ball fields will be designed and constructed to as temporary detention basins.

This project is a connector that will connect to major north south collector roads. This will alleviate congestion on the two state highways. Along with the alleviation this roadway connects the public various consumer good shopping centers along with a park/community center that the county is planning on constructing in the near future on property that is connected to the project. The project will include a multi-use path that will connect residential areas with, commercial retail, schools, parks and ball fields improving both mobility and safety.
This project is a connector that will help the public with multiple goods services and serve as a use for both normal traveling public along with a multi use path.
Impacts on Natural and Cultural Resources
Chambers parkway will cross over Hackberry Gully and this crossing will be mitigated using a pond to offset any and all mitigation that will be needed for the project. This will also serve a part in helping take care of the drainage impact of the project providing detention for the roadway. There are no historical sites that the project will effect.
This roadway will improve connectivity and allow for alternate routes between SH 146 and FM 3180 to both SH 99 and IH 10 that can reduce idling and accidents
