Memorial Park has many paths and other pedestrian and bicycle facilities that would not be impacted by this project, instead this project would build an outfall channel that could become an additional pedestrian and bicycle facility, with the possibility for the park to build paths alongside this new water feature.
This drainage project will benefit transit services running along the adjacent IH 10 segment, reducing flooding risks on this critical freeway segment allowing people riding transit to reach jobs, medical facilities, and activity centers. Overall increasing reliability of the transit services as flooding will be prevented. METRO transit services that will benefit from this roadway improvement project are routes 160, 161, 162, 214, 216, 217, 219, 221,222, 228, 229, and 298 and any additional routes that will not be using the METRO Inner Katy BRT parallel bridge facility.

This project will construct/install new storm sewer pumps, a new detention pond, and increased sized boxes/trunklines that meet and/or exceed ATLAS-14 standards, which will mitigate flooding impacts from added capacity to impacted vulnerable populations. The area surrounding the drainage project has a lower low-income population (3.08%) as compared to the regional average of 13.5% and a lower minority population (25.92%) as compared to the regional average of 65% minority. As a result of the improvement, those impacted vulnerable populations will have increased resilience in the event of hazards.

TxDOT’s Environmental Process is designed to ensure compliance with Title VI of the Civil Rights Act of 1964, and the Executive Order on Environmental Justice. Standard practice is to implement projects that provide user safety and operational efficiency while taking into account environmental quality and impacts to surrounding communities. In practice this means identifying and assessing potential project impacts, then proposing measures to avoid, minimize and/or mitigate disproportionately high and adverse effects to Environmental Justice Populations.
Impacts on Natural and Cultural Resources
This project is currently classified as a type of action that qualifies as a “Categorical Exclusion” (CE) as it is not expected to have a significant effect on human nor natural environment. If through the environmental analysis process TxDOT determines that the proposed action does not qualify as a CE, then an Environmental Assessment (EA) would be prepared to identify, mitigate, and avoid impacts to natural and cultural resources. TxDOT is committed to work with partners to ensure flooding is mitigated impacts to natural (flood plains, wetlands) and cultural (historic and archeological sites) resources in the area.
