Brookside Intermediate School (FM 528) to Galloway School (Bay Area BLVD)
Students walking along East FM 528 to Brookside Intermediate School from the subdivisions on W. Bay Area Boulevard, walk along a very busy roadway. Bicyclists also have no area to travel except in the designated vehicle travel lanes. The existing speed limit in this area is forty-five MPH, and the school zone only reduces it down to thirty MPH. The City has been approached by concerned parents, CCISD school officials and officials of the Galloway School to provide a safe route for over three hundred students. The proposed project would reroute foot and cyclist travel from along the FM 528 and W. Bay Area Boulevard rights of way and establish a safe route away from the high volume and speeds of the two streets. In addition, the only crossing point is at the intersection of FM 528 and W. Bay Area Boulevard, which still requires travel from FM 528 to the neighborhoods on W. Bay Area Boulevard. There also is no crossing area at the Galloway School to cross the busy W. Bay Area Boulevard without going up to FM 528 and then back down on the opposite side of W. Bay Area Boulevard at Park Bend Drive which is almost a mile walk or have students and people illegal cross the thirty-five MPH roadway making it dangerous for pedestrians, bicyclists, and motorists.
The Proposed Project would utilize the installation of a one thousand eight hundred feet of six-foot-wide concrete walkway starting at the back of Brookside Intermediate School on FM 528 to the southeast terminating at the right of way on W. Bay Area Boulevard next to the Galloway School. Additionally, a prefabricated one hundred twenty-foot pedestrian/bicyclist bridge would be placed across the existing drainage channel to allow access of both sights. Safe passage to the W. Bay Area Boulevard subdivisions would be accomplished through the installation of a full-service traffic signal with pedestrian signal and crosswalks at the intersection of W. Bay Area Boulevard and Park Bend Drive. Both proposed areas wherein the walkway would be installed would be donated for this specific purpose.
The proposed project would not only increase safety for pedestrians and bicyclists traveling to and from the Brookside Intermediate School to the subdivisions on W. Bay Area Boulevard, it would also create a scenic walkway for all citizens to use for various outdoor activities. The other issue of a safe crossing would be solved by adding a traffic signal and pedestrian crosswalk at the intersection of W. Bay Area Boulevard and Park Bend Dive which would illicit a safe crossing area for the subdivisions on W. Bay Area Boulevard and the two schools for their students. This also includes installing a pedestrian/bicyclists bridge to cross the existing drainage channel along with a six-foot-wide pedestrian/bicyclists path that would not only connect the two schools, but also link the safe passage to the subdivisions on W. Bay Area Boulevard.
