H-GAC educates and assists enforcement officials (police, judges and prosecutors) so they can better enforce existing environmental laws, investigate violations, and prosecute their offenders.
Publications include studies to determine capacity and interest in environmental enforcement programs, brochures and flyers describing how residents can help reduce illegal dumping, and information about outdoor burning.

Published in 2003, this study looked at counties' capacity to prosecute environmental violations and considered communities' interest in receiving assistance through an Environmental Circuit Rider Program.
